HSE Officer
Job Summary
The HSE Officer will be responsible for implementing, monitoring, and improving Health, Safety and Environmental standards across the tissue manufacturing facility. The role will ensure compliance with UAE HSE requirements, company policies, and applicable international standards while promoting a strong safety culture among employees and contractors.
Key Responsibilities
- Implement and monitor company HSE policies, procedures, and safety programs.
- Conduct regular workplace inspections, safety audits, and risk assessments across production, maintenance, warehouse, and other facility areas.
- Identify hazards and recommend appropriate corrective and preventive actions.
- Investigate accidents, incidents, near misses, and unsafe conditions, including root-cause analysis and corrective actions.
- Conduct and maintain Job Safety Analysis (JSA), Risk Assessments, and Method Statements where required.
- Ensure compliance with applicable UAE HSE regulations and environmental requirements.
- Monitor compliance with PPE, machine safety, chemical handling, fire safety, emergency procedures, housekeeping, and safe work practices.
- Support implementation of Permit-to-Work (PTW), Lockout/Tagout (LOTO), confined-space, hot-work, and other critical safety procedures.
- Conduct safety inductions, toolbox talks, awareness sessions, and HSE training for employees and contractors.
- Coordinate emergency preparedness activities, including fire drills and emergency response procedures.
- Monitor fire-fighting equipment, emergency exits, first-aid facilities, safety signage, and other safety systems.
- Maintain accurate HSE records, inspection reports, incident reports, training records, and compliance documentation.
- Follow up on corrective actions and ensure timely closure of identified HSE observations.
- Assist with internal and external HSE audits and regulatory inspections.
- Promote 5S/housekeeping and a proactive safety culture throughout the facility.
- Coordinate with Production, Maintenance, HR, and other departments to address HSE concerns.
- Monitor environmental aspects such as waste management, chemical storage, spills, emissions, and resource usage as applicable.
- Participate in continuous improvement initiatives to reduce workplace risks and improve HSE performance.
Requirements
- Bachelor's degree or diploma in Occupational Health & Safety, Environmental Science, Engineering, or a related field.
- NEBOSH IGC is preferred/required, depending on the company's final requirement.
- IOSH or other recognized HSE certifications would be an advantage.
- 5 years of relevant HSE experience, preferably in a manufacturing, paper/tissue mill, FMCG, industrial, or similar environment.
- Strong knowledge of workplace health and safety practices and risk management.
- Familiarity with ISO 45001 and other HSE management systems is an advantage.
- Knowledge of UAE HSE regulations and industrial safety requirements.
- Good communication, reporting, training, and problem-solving skills.
- Ability to work effectively with production and maintenance teams.
- Willingness to work in a manufacturing/industrial environment and, if required, on shifts.
